Synopsis

Dr. Slump creates a little android girl, Arale, who is very stong, happy, and totally common senseless. They live in Penguin Village where the strangest things happen (e.g., the dawn is announced by a little pig wearing a basquee).

In the first story, we`re introduced to Senbei Norimaki, a brilliant inventor living in the small town known as Penguin Village. He`s just finished his latest invention, a robot named Arale, who`s made to look and act like a little girl... However, she quickly becomes a handful. Will Senbei be able to cater to her every whim, or will he go crazy before doing so? In the second story, night has fallen on Penguin Village, and Senbei informs Arale that she must go to bed and get a good night`s rest in order to prepare for her first day of school in the morning. At school, she shows an incredible level of genius which manages to impress the likes of a fellow classmate named Akane. Later in the day, she also shows feats of strength which manages to impress not only Akane, but also her friend Taro, and his little brother Peasuke. All three quickly become friends with Arale.

In the first story, Arale tries out for various clubs at Penguin Village middle-school, but ends up over-excelling in all of them. Which club will she ultimately choose? In the second story, Arale tells Senbei she`s missing a vital part of her body that the other girls in her class had, and she wants the doctor to make one for her. However, Senbei has never seen a lady`s private parts before, so he doesn`t have any reference to use to create any for Arale. Thus, he invents x-ray goggles which allow the wearer to see only living matter, meaning one can see through a person`s clothes. Senbei uses this invention to conduct research on some women in the park. In the end, it turns out the body part Arale was talking about was actually a belly button.

After watching an episode of a TV show, Senbei learns that Yamabuki-sensei is a fan of the lead actor. This gives him an idea, so he invents the "Movie machine", a sentient camera that can film automatically. Akane & the others also get involved when they start to film a production based upon Little Red Riding Hood, and set it up to be premiered at Penguin Village`s school. With Senbei playing the lead role of Little Cat Riding Hood, will he be able to impress Yamabuki-sensei and win her affection?

Chibiru-kun returns to once again prey upon the residents of Penguin Village, starting with the Norimaki household. After a few failed attempts at killing them, he explains that the reason he`s trying to is because he gets paid for killing sinners. He then proceeds to show old home movies of Senbei and the others committing various sins.

The series` creator, Akira Toriyama shows up in order to celebrate the one-year anniversary of the show. The special event that he holds is a giant game of kick-the-can, in which he promises the winner can have anything they desire. This causes Senbei-san to travel across the globe in the hopes of obtaining victory.

In an alternate version of Penguin Village, Akane, Arale, & Gatchan make up the "Hoyoyo Gang", a group of criminals who announce a challenge to the police to try and stop them from stealing a valuable item. However, the things they steal end up being a bit odd and not as valuable as one would expect. Can Officer Taro and Inspector Peasuke stop these viscous criminals?
